What is the State of Connecticut’s access to justice gap in 2021, as we confront the impacts of the COVID-19 pandemic? How has COVID-19 amplified existing civil legal needs crises, such as evictions and addressing domestic violence? What effects will short- and long-term interventions, such as stimulus measures and the developing right to counsel movement, have on these issues? How has the pandemic affected the civil legal needs of racially diverse individuals, households with children, people with disabilities, and other vulnerable populations? How are our civil legal aid programs funded, and what impact has the pandemic had on those funding streams? What challenges and opportunities are presented by the “new normal” in addressing Connecticut’s access to justice gap?
